Lakes that span frontiers raise not merely special political challenges, but also test the ingenuity of environmental managers. The challenge of tackling eutrophication in Lake Ohrid is compounded by the fact that the two riparian states — Macedonia and Albania — don’t always see eye-to-eye on environmental issues.
